DMZ생태보전을 위한 정책토론
인류의 모순이자 냉정의 잔재인 DMZ는 아이러니하게 생태적인 가치와 인류를 위한 보전의 가치가 있다. 이에 우리 청소년들은 DMZ의 가치를 알리고 생명의 존엄을 공표하기 위해 생태보전에 대한 정책을 논의하였다.
국민의 건강과 후손들에 쾌적한 자연환경을 전수 할 의무가 있는 환경부는 비정부영리단체(NGO)와 DMZ의 농민들의 의견을 적극 수렴하여 지속가능한 개발 방안을 모색해야한다.
통일 대한민국의 국토개발을 책임 질 건설교통부는 DMZ보전의 가치를 인식하고 개발로 인한 환경피해를 최소화하는 정책을 수립해야한다.
생태학자들은 과학적 신념과 양심에 입각한 공정한 연구를 진행하여 DMZ의 개발과 환경보전에 있어 진솔되고 공리적인 자료를 제공해야한다.
따라서 우리 DMZ청소년 탐사대는 이러한 가치에 입각하여 DMZ의 생태보전과 경제개발의 균형을 이룬 이하의 정책을 선언한다.

통일 후 DMZ개발에 대한 정책선언
제 1조 노후된 공장을 재정비한다.
1-1 DMZ지역 내외에 있는 오염물질 배출의 원인이 되는 공장들을 재정비하여 환경파괴를 줄인다.
1-2 주변지역에 만들어질 새로운 공장에 대해서도 오염물질 배출에 대한 규정을 만든다.
제 2조. 농업용수의 사용에 대한 규제한다.
2-1 남북한 협력을 통해 농업용수 자원을 친환경적으로 확보할 수 있는 방안을 논의한다.
2-2 제초제와 농약 사용을 줄여 둠벙 및 지하수 오염을 최소화 하고, 환경피해를 최소화한다.
제 3조. DMZ의 국립공원 지정을 확대한다.
3-1 DMZ내 생태다양성이 높은 지역을 국립공원으로 지정하여, 국가적인 차원으로 보호, 관리한다.
3-2 DMZ가 개방된 이후에도, 국립공원으로 지정된 지역을 기점으로 인간과 자연의 지속가능한 발전을 모색한다.
제 4조. DMZ내 교통시설을 새로 개발하지 않고, 이미 개발된 길을 활용하고, DMZ를 경유하지 않는 길을 개발한다.
4-1 기존에 존재하던 경의선과 경원선을 복구하여 최대한 생태계를 파괴하지 않는 방향으로 철로를 활용함으로 경제적 이익을 창출하고 환경을 보존한다.
4-2 개성공단과 판문점을 중심으로 중축된 도로를 효율적이고 친환경적으로 활용하는 방법을 모색한다.
제 5조. DMZ를 친환경 관광상품으로 개발한다.
5-1 DMZ내에서 환경적, 역사적 가치를 가진 장소에서 지역 축제를 유치한다.
5-2 백두대간을 잇는 등산로를 발굴한다.
5-3 멸종위기종, 희귀종을 주제로 한 박람회와 포럼을 개최하여 지역경제를 활성화 한다.
Operative Clause 1:
The Ministry of Environment proposes the renovation of old and abandoned factories in order to reduce pollutants and further environmental damage. In addition, there will be new regulations set for new factories to take place in the relevant regions
Operative Clause 2:
With the help of the discussion between both koreas, eco-friendly methods to develop the natural water for agriculture should be developed. Also we propose the minimizing of the use of pesticides or other ecologically harmful chemicals in order for the optimal preservation of the environment
Operative Clause 3:
By designating specific regions within the DMZ as national parks, we propose to preserve the environment. Despite the reunification of the Koreas, we will seek out to minimizing the ecological damages and the loss of biodiversity. We will hope for the peaceful coexisted of man and nature.
Operative Clause 4:
Making use of old but not developing the old transportation system in DMZ, government will develop pathway that will not cause any harm to DMZ. By restoring the old train lines that passed through Gangwon and Gyeonggi provine, city will be able to create economic benefits and preserve environment. Develop the strategy for the efficient use of previous transportation systems built in Gaesong Industrial Complex and JSA.

Developing the eco-tour in DMZ. we propose the place in DMZ area having important value like environmental or historical asset hosts a festival. In addition to, The commission activates regional economy by holding exhibitions and forums by endangered species and rare species. Futhermore, Finding a mountaineering trail in Baekdudaegan Mountain Range which is hot-spots and connected with North and South Korea.
